The United States and the United Kingdom sign an agreement to jointly develop artificial intelligence safety standards

The two countries plan to conduct at least one joint test of artificial intelligence models.

On April 1, 2024, the United States and the United Kingdom reached a memorandum of understanding (MOU) to jointly develop artificial intelligence (AI) safety standards.

The core goal of this agreement is to develop and continuously iterate a "robust evaluation suite" for AI models, systems, and agents through a coordinated scientific approach.

Specifically, the two countries plan to conduct at least one joint test of a publicly accessible AI model. In addition, the two parties also plan to conduct personnel exchanges between the previously established AI Security Research Institute. The partnership is effective immediately.

The U.S. Department of Commerce and the U.K. Department of Science, Innovation and Technology announced the partnership in the same press release.

Safe Artificial Intelligence Development

During the review of this new international agreement, US Commerce Secretary Gina Raimondo said AI is "the defining technology of our generation" and indicated that the partnership will address all risks associated with the technology, from national security Risk to social risk.

Raimondo described the forward-looking nature of the partnership, saying: "Our partnership clearly demonstrates that we are not running away from these issues but actively confronting them."

UK Science and Technology Minister Michelle Donelan called the agreement a "landmark moment" and said the pursuit of safe AI development was a global issue.

In a separate interview with the Financial Times, Donelan stressed the urgency of the partnership, given that new AI models will be released in the coming year. The full capabilities of these models are not yet known, but they are expected to be "game-changing," she added.

Donelan emphasized that many of the top AI companies are domestic companies in the United States, which requires information exchange with the government.

Other Artificial Intelligence Development

This current agreement builds on the commitments made on AI during the UK AI Security Summit in November 2023. The broader commitment to AI safety is part of the Bletchley Declaration, a policy document for countries attending the summit.

The news comes shortly after the U.S. Biden administration's executive order objectives were completed, which culminated in the March 28 order to appoint chief AI officers at all federal agencies.

The UK set out a localized regulatory approach in February.
