Microsoft today pushed the Win11 Build 23403 preview update to Windows Insider project members in the Dev channel. The most noteworthy improvement in this update is the addition of a "Recommended" file view in the file manager and the use of shortcut keys to perform right-click menu operations.
#A new "Recommended" file view has been added to the file manager, but this feature is only available to devices registered with Azure Active Directory. This area displays files related to the meeting, as well as shared documents that have been recently accessed or commented on by others.

File Recommendations
File Recommendations will soon appear in File Explorer Home, allowing users to get started with the most relevant file content. This feature will be available to users who log into Windows using an Azure Active Directory (AAD) account (shown in the image below).
Recommended files will be cloud files associated with the account, either owned by the user, or shared with other users.

Microsoft has overhauled the in-app command help page in Voice Access to make it easier to use and understand. A search bar allows users to quickly find commands, and various categories provide further guidance. Each command now has a description and example of its variation, making it easier to understand and use.
Optimizing touch keyboard
Microsoft has reopened this setting option after fixing these BUGs. Under "Settings" > "Time and Language" > "Keyboard", "Show Touch Keyboard" "Control Keyboard" provides 3 options:
Never: Even if no hardware keyboard is connected, the touch keyboard will not pop up after enabling it.
When no keyboard attached: The touch keyboard will be displayed only when no hardware keyboard is connected.
Always: The touch keyboard will pop up even if the hardware keyboard is connected.
Improved Voice Access
In-app command help page: Microsoft has overhauled the in-app command help page in Voice Access to make it easier Use and understand.
