This issue also seems to exist on Windows 10 22H2 and it occurs due to using Copilot. This suggests that the issue may not be due to Windows, but to Copilot.
This isn’t surprising, as users have complained about issues with Microsoft’s latest Assistant since its release.
Speaking of Copilot, Microsoft has made some changes starting with Windows 11 Preview Build 23595. Insiders installing builds may notice that Copilot has been moved to the right side of the taskbar.
This change turns off the Show Desktop option on the taskbar, but luckily it can be enabled again in Settings.
Another issue has been posted again on Microsoft's Windows 11 Known Issues page, warning users that Narrator is broken. The issue is again specific to the 23H2 update and only occurs on devices that install it via ISO or Media Creation Tool.
Microsoft has asked users to only update to the latest version of their operating system via Windows Update and wait before force-installing via media.
