Microsoft Paint has gone through a lot of interesting changes recently. Now, as discovered in the Insiders community, we're getting layers functionality in the app.
Yes, it is very similar to Adobe Photoshop. As first spotted by tech enthusiast @PhantomOfEarth and subsequently announced by Microsoft, the feature is now live in version 11.2308.18.0 for Dev and Canary insiders.

#As you can see, the button for activating layers is located in the upper right corner of the ribbon. You can add layers on top of other layers and add objects to them.
However, we haven’t seen a feature like Photoshop’s Eye Switch, which allows you to temporarily show or hide layers.
And it's still far from perfect. Many insiders complained that this feature was eating up their RAM: one layer probably "costs" at least 2 to 4 MB, imagine if it was more.
Elsewhere in the world of Paint, Microsoft is also introducing a centered canvas and support for dark mode in the app.
