My Windows Update is stuck at 99% download and won't proceed. I don't have WSA enabled. A few other people seem to be having this problem. I also have an update stack package version 922.415.111.0 that fails to install with error code 0xc4800010. The problem is, this stack update was installed successfully in the last week of April, but Windows 11 wants to re-download it and the installation fails every time. I'm not sure about this, but the stack update error may have corrupted the Windows Update files, which may be the reason why the build update won't go past 99%.

This has been happening for the past few Insider Builds, but usually I resolve it by restarting the VM and checking for updates again, running a disk cleanup to delete the update files, or by resetting the Windows Update components. None of these steps solved the issue I had on my last build, I even deleted the SoftwareDistribution and Catroot2 folders but ended up manually upgrading the OS using the ISO downloaded from UUdump.

The same issue occurred today with Build 25120, so I did a fresh install using the ISO from the previous build, after which the VM was able to download the Build 25120 update and install it. If you encounter a similar problem, you can download the current version ISO directly from Microsoft, back up your data, and then clean-install the operating system.
