Solution 1: Repair Creative Cloud Desktop App Click Repair in the error message to resolve this issue.
Solution 2: Uninstall Creative Cloud Desktop App and then reinstall Windows See Uninstall Creative Cloud Desktop App on Windows. MacOS See Uninstalling the Creative Cloud desktop app on Mac. Download and reinstall the Creative Cloud desktop app.
Solution 3: Run AdobeCCCleanerTool and run CreativeCloudCleanerTool to remove the currently installed CreativeCloud desktop application.

In CCCleanerTool, select option 3: CreativeCloud2017, 2015, 2014, CreativeCloud and CS6** products.
Then select option 1: Adobe Creative Cloud Desktop.
