The solution is as follows:

Confirm that the Diagnostic Service Host and Group Policy Client are both open, and then open the Diagnostic Policy Service
Method 2: Open the properties of the diagnostic policy service .
To specify a user account that the service can use to log in, click the Login tab, and then perform one of the following actions:
1. To specify that the service uses the local system account , click Local System Account.
2. To specify the service to use the local service account, click "This account" and then type NT AUTHORITY\LocalService.
3. To specify the service to use the network service account, click "This account" and then type NT AUTHORITY\NetworkService.
4. To specify another account, click "This Account", "Browse", and then specify the user account in the "Select User" dialog box. When finished, click OK.
Type the password for this user account in Password and Confirm Password, and then click OK. If you select a local service account or a network service account, do not type a password.
