If the MySQL database server and the WEB server are not on the same machine, after installing MySQL, you need to make further settings to release the access rights to the MySQL database before you can access it.
1. First check the network environment. First, check whether the firewall is turned off. Second, check whether the network is smooth. Open the start menu-->Run, enter cmd, enter ping in the pop-up box and add on the IP address. If the network is unavailable, a timeout will appear, as shown in the figure

3. Open MySQL Workbench and click on the blue area.
4. Enter the root user password and log in.
5. After opening, select the configuration corresponding to the root user in the red box as shown.
6. Set the access permission corresponding to root to %, that is, all users can access. Then click Apply.
