A function written in PHP to intercept strings

Text in utf-8 format is prone to part of the string being intercepted, and is prone to garbled characters. This is a relatively simple function that requires PHP to enable the mbstring extension

$text is the text to be intercepted, $length Is the intercepted length, $suffix indicates whether to intercept with an ellipsis
