Large integer - super large integer calculation error under php windows

The environment is windows.
PHP is 5.5.x

Exception occurred in calculation of very large integer type;

Later use the following solution:
(value & 0xFFFFFFFF) + 0x80000000 + 0x80000000

Is there a better solution? Or explain why the above expression can be correct?
