We need to find which DLL file has a problem loading. The troubleshooting method is:

Change display_startup_errors = Off in php.ini to display_startup_errors = On.

When you visit the PHP page, a PHP error dialog box will pop up on the server. You can clearly see which DLL file failed to load. Sometimes multiple DLL files fail to load. You need to comment with a semicolon (;) first. Remove the dll prompted in php.ini and continue to access it to check repeatedly.

After commenting out the problematic DLLs with semicolons (;), PHP can run normally.

The above is the method of searching online. The principle is correct, but when it comes to the specific problem I encountered, it doesn't have to be so troublesome. Pause IIS first, end the w3wp.exe process, delete the originally loaded dll, and re-add the new dll. Then restart IIS.
