Implement a function to check if a binary tree is balanced. For the purposes of this question, a balanced tree is defined to be a tree such that the heights of the two subtrees of any node never differ by more than one.


The definition of a balanced binary tree is: it is an empty tree or the absolute value of the height difference between its left and right subtrees does not exceed 1, and the left and right subtrees are both balanced binary trees.
