How to display empty paragraphs? _html/css_WEB-ITnose

Empty paragraphs such as

are displayed in the Dreamweaver design view, and each empty paragraph occupies one line. Why is it not displayed when previewing the page? For example:

There are 4 lines in the Dreamweaver design view, but there are only two lines 1 and 2 in the preview page. Only
