Required effects:
1: All rows when scroll bar 1 slides (except Title row) slides;
2: When scroll bar 2 slides, the "Class" column and all rows including the title slide to the right.

Use JS, CSS seems not to be possible because your scroll area has non-overlapping areas, such as student number, name

Cannot be achieved with css. . .
