Why do image links fail? _html/css_WEB-ITnose

Clicking on the image link will not jump after running the above code ( Reload this page), and click the text link to jump normally. If you remove the form tag, everything is fine, but there are still POST submissions of other forms, and it is impossible to remove the form.
Why is this happening? How to solve it?
