Where to start making web pages_html/css_WEB-ITnose

I want to learn how to make web pages. I am currently a beginner. I know that I need to start with the most basic HTML and CSS. However, I have a question. Now that HTML5 and CSS3 have been released, should I start with the latest version? Or should I start from the oldest version? What is the difference between the new version and the old version?
