Open IIS Manager, open the properties of "Local Computer"??》MIME Type??》New
Suffix: .shtml
MIME Type: text/html

Suffix: .shtm
Mime type: text/html

Then click OK. Find the Web service extension and enable the "Include files on the server side" extension, and that's it. (IIS must be restarted, otherwise it will still be inaccessible!)
In the definition of IIS, .shtml is a type of SSI component, and this must be enabled. Then if you install the program that parses .shtml correctly, it will be OK.
