请教一个无法连接网站的问题

2个ip，一个可以访问，一个不能，不能访问的提示超时，ping不通
使用了代理ip访问也是超时，请问下，对方的服务器是做了什么限制呢

ping 能?示IP,但ping不通，是防火?屏蔽了。
