php错误报告设置始终无效

win8.1+apache2.4+php5.6.11

在php,ini中设置
error_reporting = E_ALL
display_errors = On

但是实际运行时，网页浏览器始终不显示错误信息。在apache的error.log文件有错误信息的记录。。

只有在php文件中设置
ini_set('display_errors',1);
error_reporting(E_ALL);
网页浏览器才会显示错误信息。

那是因为你修改的 php.ini 不是在使用的那个

Configuration File (php.ini) Path C:\Windows
Loaded Configuration File D:\php5_6_11\php.ini

以上是我运行phpinfo()得到的信息。。
显示加载的php.ini是正确的。。

确认修改的php.ini 是 D:\php5_6_11\php.ini这个文件，修改完了还要重启服务器才能生效。

十分确定修改的是 php.ini 文件是 D:\php5_6_11\php.ini这个文件，
而且也重启服务器了。。

所以特别纳闷为什么php.ini中设置的错误报告级别会无效。

httpd.conf 和 .htaccess 中是否有 php_value 项？

对，Apache服务器。
httpd.conf中设置了php_value也没有用。
如下图

是windows系统，没有.htaccess文件。。

知道为什么了，我修改php.ini 后没有用管理员权限重启apache服务器
