ie9 java ie6 样式

ie6中表示正常的网页，ie9访问时，在页面中间出现水平滚动条，
ie6中，该滚动条出现在页面最底部。
什么原因引起的这种现象，怎么修正代码能像ie6中那样显示在页面最底部。
不想用java script ,而且要保证ie6中继续正常显示。
