UTF-8+BOM的问题，昏倒~~~

昨天我问了这样一个问题http://bbs.csdn.net/topics/390512808
后面发现的确是UTF8-BOM的问题，但是今天又出现新的问题：
那就是无BOM的UTF-8中文直接是乱码，UTF8+BOM格式中文正常，现有有点凌乱了。
1.ob缓存要UTF8无BOM才正常
2.有中文的php要有BOM才正常
现在，我到底是要有BOM还是无BOM？？？？总体情况下应该选哪个？？？
