appserv win7手动不能封锁apcche

appserv win7手动不能关闭apcche
停止apcche、或重启都不行。
重启计算机，apache 运行是正常的，说明配置文件没有错误。
以前用同版本的appserv 在win xp没遇到过这问题。
问题到底出在哪里呢 ？ 求助，谢谢！
