Located on a small island in the southern Blackwoods, access requires a bit of exploration. Swim to the island and locate a hollowed-out tree. Swim inside to discover a passage leading into the caverns.
Once inside the main atrium, enter Deepscorn Cloister. In the cattle cell, you'll find a pair of wrist irons on the ground near some chained skeletons.
Location #2: Sundercliff Watch
Another reliable location is Sundercliff Watch, a dungeon encountered during the "Unearthing Mehrunes' Razor" quest. Located near the Morrowind border, this is a lengthy dungeon, but the wrist irons are found relatively early.
After clearing the entrance, you'll find a locked wooden door. A nearby journal reveals the password: "Chimer." Proceed through the tunnels, navigating enemies, to Sundercliff Village. In the "Jail" building, you'll find two pairs of wrist irons on a table.
