Unlocking "Foggy Dilemma"
Before embarking on Phog's recruitment mission, you must complete Chapter 4's main story mission, "The Ganglion Menace." However, there's an extra step: you need to accept the Basic Mission "Backup Request" from Mission Control in New Los Angeles' BLADE Concourse. Completing this short quest will lead you to Phog.

While a viable party member, Phog is considered a less powerful version of Elma. However, his Shadow Runner, Hundred Shells, Electric Surge, and Primer Arts are valuable assets.
