Once you reach level six, talk to Kuromi to begin the quest and borrow her snorkel. While you'll temporarily use her snorkel, she'll eventually provide the Snorkel Plan.

Crafting the Snorkel:

To craft the snorkel, gather these materials:

• 10 Rubber (found as purple balls near trees on the first island)
• 2 Sparks (recipe obtained after completing "A Zipline Adventure" with Pochacco at friendship level four; Sparks require three Light Stones, often gifted by Kuromi)
• 2 Iron Ingots (crafted from Iron ore found on Mount Hothead or as a minigame reward in Gemstone Town)

Craft the snorkel at Chococat's crafting table.
