Finding Retsuko:

Reaching Mount Hothead requires completing the "Power Up the Gate" quest. This unlocks access beyond the Seaside Resort. While you can trek through the Spooky Swamp and Gemstone Mountain beaches, a faster route involves unlocking swimming ("Finding Flippers" quest) and swimming directly from the Seaside Resort.
