Instead, you must buy them from merchants. However, they aren't a common item that you'll find at every store in Thedas. You have to go to specific merchants to purchase some. Uses Of Blank Runestones

You need blank runestones to create runes that can be inserted into your weapons. First, you will need to recruit the Arcanist by completing the Acquire the Arcanist operation at the War Table.

This will make a woman named Dagna appear in the Undercroft. With her there, you can craft runes from the Weapon Crafting station. Each rune you create will require different materials, but they will all need a blank runestone.
