Recruit Agents	On your travels, you can meet various people who could become agents of the Inquisition. If they do, you gain some power.
Buy Power	You can actually buy power if you complete the Power For A Price operation from the War Table. It becomes available after the In Your Heart Shall Burn main quest. Once you complete the operation, Farris The Representative will appear in the Skyhold courtyard. You can buy power from them.

Fastest Way To Gain Power
