I learned HTML by first reading HTML and CSS by Jon Duckett. The title approached learning HTML by gaining each HTML element and CSS property as vocabulary.
After that introductory exercise, HTML and CSS turned to designer driven project. That is to say, I would receive a visual of what the HTML should look like, and it was up to me the developer to implement the markup for it.
HTML and CSS are rendered by a browser, such as Google Chrome. HTML describes what appears on the page and CSS is a subset of HTML which describes certain sub-visual properties.
