URL后缀的参数传递发生乱码！解决办法

URL后缀的参数传递发生乱码！！！
http://127.0.0.1/promotion3/download.php?filename=楓橋夜泊.zip
filename=楓橋夜泊.zip从页面A传递到页面B，但是在B中接收filename时就发生了乱码，楓橋夜泊.zip变成了楓濥??濮zip,而在URL后缀上就能正常显示“楓橋夜泊.zip”（如上），究竟是什么原因呢，求大家帮帮我！
（注：A,B页面我都设置了编码格式为：UTF8）
