    A piece of text or a picture has a halo around it. This halo flashes once every second. When the mouse is moved over it, it immediately stops flashing, and when the mouse is moved away, it continues to flash. This effect is used for content that needs special attention from others (such as warnings, reports of new content, etc.), and can achieve better results.

    The above example can achieve the above effect. Since this is a captured picture, the dynamic effect cannot be seen. Just follow the method introduced below and make a try. The effect will be clear at a glance. The production idea is: use the CSS "Glow" filter to produce a halo effect, use the dynamically changing properties of CSS, and use a small JavaScript program to change the property value every second to achieve a flickering effect. Then use two events (onmouseover and onmouseout) to call the Javascript program to control whether to flicker.
