可能是 Windows Phone 的文件系统比较封闭的原因吧。
QQ For Windows Phone 内嵌的 QQ 空间（浏览器访问触屏版 QQ 空间）支持图片上传，它的原理应该是上传的时候会调用 QQ （或者说是 WP QQ 会捕获这一事件）来启动相册选择。
不知道对不对，我猜大概应该是这样的。

刚刚问了一下 WP QQ 的工程师，WP QQ 确实是会捕获上传图片打开相册这一请求，然后 WP QQ 就会打开相册。
接下来的操作又到我猜测了。。
因为 WP QQ 打开相册之后出现的是一个“发送”按钮，所以我觉得腾讯是有专门一个服务器什么的用于接收 WP QQ 内嵌的网页版 QQ 空间里上传的图片（好长。。），然后 QQ 空间那边再从那里使用上传的图片。
回到题主的问题，QQ 空间都选择这样处理了，说明input type='file'控件在windons phone 下面根本出不来文件选框是 Windows Phone 的问题。至于以后会不会放开一点，这个就得看微软了。个人觉得 Windows Phone 还是很有发展前景的~
