急！frameset布局加载的页面不显示_html/css_WEB-ITnose

我有四个页面：index.htm top_frame.htm middle_frame.htm bottom_frame.htm
然后index.htm的代码如下：
nbsp;HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">
结果用浏览器打开index.htm的时候什么都没有显示，请问是什么原因呢？
